Palma Land Planning principals have been engaged with this ±12-acre property in various capacities under multiple ownerships to redevelop the historic and locally significant location into a mixed-use activity center – integrated with the City of Cheyenne’s abutting recreation complex, including indoor and outdoor facilities and an ice rink.
The Hitching Post Inn, originally known as Lincoln Court Motor Hotel was built in 1925. Following a fire in 2011, the property had fallen into disrepair and beginning in 2016 Palma Land Planning worked with the City of Cheyenne to create a statutory Urban Renewal Authority (URA) and develop a plan to redevelop the area in conformance with the City’s Comprehensive Plan using Tax Increment Financing and other tools enabled by the creation of the URA.
Following the URA designation, PLP developed a master plan for the property, coordinating with abutting owners and prospective plaza tenants and developers to establish a baseline for improvements. Following approval of the plan and proposed funding strategies by the Governing Body, Palma Land Planning has facilitated the entitlements and design to move the project forward from the ashes to reality.
